Incumbents draw papers for city council race
School board incumbents slow to pull

It’s going to be a campaign season of old faces and new contenders in the Galt City Council race, as both incumbents pulled papers this week to seek re-election, joining four other candidates who already pulled papers to seek a seat on the city’s governing board.
Thus far, in Galt’s school board races, only the incumbents for the Galt Joint Union Elementary School Board, Erv Hatzenbuhler and Susan Richardson, have pulled papers in regular school board races.
Galt Joint Union High School Board incumbents Sue Roberts and Norman Pearson have yet to pull papers for re-election. Pearson has confirmed he will seek a second term on the board, having been first elected in 2004.
Former Galt High School Board Member Dennis Richardson, who is the husband of elementary school board incumbent Susan Richardson, has pulled papers to fill a short-term vacancy on the board created by the resignation of school board member Pat Maple who submitted his resignation shortly after being elected to a second term on the board in 2006.
At the time of Maple’s resignation the board appointed Gus Prouty to fill the seat until the general election of 2008. Prouty, who has not pulled papers, has indicated he will seek a seat on the board in November. However, Prouty will be seeking one of two four-year seats open on the board, as opposed to running for the remaining two years of the Maple seat that is up for reconsideration 2010.
In the Galt City Council race, incumbent Tim Raboy, who was first appointed to council in 1999 and then elected to two consecutive terms in 2000 and 2004, has pulled papers, as has incumbent Barbara Payne, who was first elected in 2004.
While only citizens who reside within the city limits of Galt are allowed to vote in the Galt City Council race, the races for elementary and high school board seats are different.
Due to the fact that Galt has three feeder schools in outlying rural areas surrounding Galt, all registered voters who reside within the Galt school district boundaries are allowed to vote in Galt school board races.
Additionally, the three outlying school districts, that “feed” students into GHS, conduct regular elections to governing boards at each district.
Arcohe Elementary School in Herald has two open seats. Incumbents Lyman Harms and William Berg, who ran unopposed for their seats in 2004, have not pulled papers to seek re-election.
New Hope Elementary School in Thornton also has two seats open. Incumbents at New Hope Jim Allen, who was appointed to that board, and Jose Luis Torres have not pulled papers to seek re-election as yet.
Similarly, at Oak View Union Elementary School in Acampo, incumbents Stan Siefert and Greg Rausser, who ran unopposed in 2004, have yet to indicate whether they will seek re-election to those seats on the board.
The filing period for all races is open until Aug. 8 at 5 p.m., unless any incumbent in any race decides not to seek re-election. In that case, the filing period for those races will be extended to Aug. 13.
Papers for the city council race can be picked up and filed at the Galt City Clerk’s office, located at 380 Civic Drive. There is a $25 filing fee for this race, plus additional fees for publication of a candidate’s statement in the county’s sample ballot. Candidates can pull and file papers for the Galt High School and elementary district races, the Oak View Union Elementary School, Arcohe Union, and New Hope school board races in Sacramento at the Sacramento County Voter Registrar’s office, located at 7000 65th Street, Suite A. Office hours are Monday through Friday, 8 a.m. to 5 p.m. Their phone number for questions is (916) 875-6451, and they can be reached online at www.co.sacramento.ca.us/elections.
Papers can also be pulled and filed for these races at the San Joaquin County Voter Registrars Office at 212 North San Joaquin Street in Stockton. Office hours are Monday through Friday 8 a.m. to 5 p.m. Their phone number for questions is (209) 468-2885, and they can be reached online at www.sjcrov.org.
There are no filing fees for school board races, but there are fees associated with publishing a candidate’s statement in the county’s sample ballot.
